New Dutch Gambling Regulations: What You Need to Know
After much anticipation, the Dutch Government has finally released the secondary gambling regulations. These new rules aim to protect younger generations from excessive exposure to gambling advertisements, while still allowing for responsible sponsorship opportunities. Here’s what you need to know about the upcoming changes.
The regulations specifically address online gambling and how it will be conducted in the Netherlands once the law is passed later this year. One of the key changes is a ban on using athletes as spokespersons for gambling advertisements, as they are seen as role models for young people. Non-sporting individuals who are popular with younger generations have also been added to this list.
In response to feedback during a government consultation, sports teams were also included in the ban due to their influence on young people. While these restrictions may pose challenges for operators, player protection is considered a top priority by authorities.
What Do These Changes Mean?
Aside from stricter advertising regulations, there are some positive aspects of the new rules for gambling institutions. The fees for obtaining a license have been capped at €48,000 and there are restrictions on which sporting events can be wagered on. For example, bets can no longer be placed on football matches in lower divisions or certain age categories.
However, major events like WTA and ATP tennis, domestic football leagues, and globally recognized competitions are still open for betting. All other events will need to be reviewed and approved beforehand.
Changes to Bonuses and Lotteries
Under the new regulations, players who do not opt-in for bonuses will still be eligible for perks. The previous 60-day restriction for players who have received an intervention due to their gambling habits has been lifted, with authorities now focusing on lighter interventions and direct actions instead of long-term bans.
Lottery providers will no longer be required to engage in addiction prevention campaigns like other gambling operators, as it was deemed unnecessary. The regulations also include a ban on timed bonuses and require operators to conduct risk analyses on individual games in their library.
The new rules also outline how operators should intervene when a player shows signs of problematic behavior. Technical standards similar to those used in the self-exclusion system Cruks must also be implemented.
The Future of Dutch Gambling
The gambling industry is constantly evolving, and with new laws being introduced, the future of Dutch gambling is uncertain. However, one thing is certain – whether legal or illegal, gambling will continue to exist. It’s important for regulations to be put in place to ensure the safety of all involved.
Compared to countries like the USA which have strict gambling regulations, the Netherlands has been relatively lenient in this regard. While previous attempts at regulation have not been entirely successful so far, it is hoped that these new changes will improve the industry and protect Dutch gamblers in the coming months.
